Web - Add option to select user/project for task monitoring #263

The current task monitor UI only shows the current users tasks. Need to allow users to select any of the projects that they are associated with for monitoring. A drop down list would be best.

This is not needed b/c tasks are tracked by the client ID not the data owner ID. So a project member will see their tasks related to project data.
