Web - Account for public read access in sharing dialog for published collections #373

When a collection is published, read/list permissions are granted for everyone. The Sharing dialog can still be used to grant additional permissions, but the default read permissions should be set and unchangeable.

Added a note to the dialog stating when public access is enabled. Need to consider what else to do as there is a justification for removing default permission completely - in which case nothing else needs be done for this issue.

Default permissions have been removed, so this issue is no longer relevant (with added message indicating public access).
