System - Need way to export data from DataFed #384

This would essentially be the reverse of the batch import - download raw data and generate full metadata json files that could be directly re-imported subsequently. This would be useful for users needing to clear out data if they run out of allocation space, as well as for testing purposes.

Added. Had to update batch create/update to filter-out extra fields.
