Data Events, Notifications, & Subscriptions #401

Users should be able to subscribe to data events for individual records and collections of records. Data events include changes to data records and collections such as creation, update (raw data and metadata), deprecation, change of access permission, deletion, and annotations. Any user with read permissions can subscribe to a record or collection. The web UI should have elements to list new, recent, and archived events (archived events would be retained for some configured time limit). The receiving user may choose to view event details, archive events, or delete them. Users must be able to view and manage subscriptions (view source, set filters, actions, unsubscribe, etc.).

The original issue has been expanded to include all data notifications - such as from upstream records regardless of subscription. This is an EPIC issue and related issues will be linked to this one.
