Web - Add display of inherited annotations

Currently, UI only shows annotations associated with a given record; however, if a record is derived from a data source that is annotated, these annotations should be indicated as well. Only active up-stream annotations should be shown, and they should be visually distinct from local annotations.

• Annotation create & update
• Data provenance on create & update
• Data record deletion
• Updating impacted downstream records in UI

Note that both icons in listings AND a new inherited annotations tab in info view needs to be added.
