System - Add anonymous access to system for public data access #459

Adding this would enable non-authenticated access to the API for specific features related to public data. For example, searching catalogs, DOIs, users, projects, etc. Possibly could create a feature-limited web UI for public access (only catalogs/DOIs)

This will not be added - DataFed is not intended for anonymous public access.
