Add System & Repository Administrator Interfaces #600

Currently there are only a few repository management interfaces provided (via the portal) and no system administrative interfaces. These interfaces need to be defined, then implemented in the web portal, CLI, and Python HL-API.

This is an EPIC issue that related issues will be linked to.
