System - Lockdown user accounts without allocations #617

As a security measure, users without an allocation should not be able to perform any create functions within their personal data/project space. This means no creation of collections, data records (or imports), projects, annotations, or saved queries.

Note: we are removing the ability for a regular user to create projects. From now on, only admins and repo admins will be able to create projects.

We will leave the ability to save queries as this is a very useful feature that will be used by non-affiliated users.
