Multiple allocations created for same project

Repo server was down when trying to set an allocation for a project. Tried twice, then restarted repo and both alloc create tasks ran, resulting in duplicate allocations. There must be a check for existing duplicate alloc tasks when creating allocations.

Fixed by adding check for duplicate locks on repo/subject
