Data transfer allowed encryption to be set to required, but one endpoint did not support it #687

The core service is supposed to verify that specified settings are valid for endpoints. If user sets encryption required, the transfer is started even though an endpoint (esnet#cern-diskpt1) does not support it.

Also fails if "if available" option is specified - this indicates that either the check is not being made, or the check is not working.

Can't reproduce anymore - encryption detection seems to be working again.
