Need to simplify search scope/owner parameters #759

Currently, a search request must specify both a scope and an owner for non-public searches involving projects and/or shared data. It is hard for users to distinguish between data owned by a member project and data shared by a project. It would be much simpler if the DB would simply figure this out on its own.

This needs to be fixed for the 1.2 release as this change would break existing saved queries.
