Web - Metadata validation check fails with merge option #815

When editing metadata with the merge option selected, the validation check compares only the patch to the schema, not the merged metadata.

Does this:

", not the merged metadata"

when the patch is created no checks are run against the pre-existing metadata that is using the schema that is being patched?

I thought that I fixed this. Need to verify.
