Joshua s brown fix ci part2 #910

This attempts to fix the broken CI. This PR does a few things:

[x] - Fixes the GitLab CI
[x] - Clears out old docker containers and images running in the CI to prevent the CI from crashing due to storage limits
[x] - Fixes issues raised by Codacy
[x] - Fixes the formatting for issues raised by autopep8 and black.
