Adds initial compose file Also adds docker file for building out python client Removes end to end testing for now

@nedvedba I have the compose file working with your containers. This will stand up all the metadata services. I need your help getting the quality of this PR up to standard. I want to make sure you and others can build this without problems in the future. It is using your container images.
