CICD with GitHub action #5

Hi Sam,

I added a script for cicd with GitHub action. A testing suite is integrated in the CICD. Please check the success/failure of the runners in 'Action' section.

I also made some minor changes in the setup file to limit the numpy version to be <2.0. ~Upon the request of the reviewers from JOSS, i changed the version to 1.4.~
