Updates to P2897 (aligned_accessor), which I plan to submit as R2.

[x] (REQUIRED) Remove constexpr from is_sufficiently_aligned
[x] (OPTIONAL) Explain why explicit construction is the mdspan way to make possibly unsafe conversions
[x] (OPTIONAL) Discuss "is_checkably_valid" suggestion for accessors
