Remove os2loop governance_report from template repository root #20

The OS2Loop report should not be located in the root of the template repo.

Should it be deleted or moved? Where?

At meeting we discussed where future reports should end up when the review is done.

We decided that os2loops governance report should be deleted from this template repo
