The current criteria is very open and vague concerning what frequency and excactly where the sharing can take place to adhere to the criteria. This has led to issues with os2-products where the code running in production in customer infratructures was not the same version of the code that was available in the os2 repositories. Also the transparency of the workflow and change process has been seen to suffer, as a result of the bulk of the work being done in closed, supplier owned repositories.
Ultimately there is a significant risk that an exit-strategy cannot be implemented, if the code contributing process is not well defined and standardized.

At the Board Seminar held 15-16 january 2024 , the Board of Directors expressed a wish to have this criteria examined and elaborated.
