Install of python3-pip fails... #6

Hi... On Ubuntu 16.04 the installation of the charm fails. Machine hangs in juju status at "allocating". This is caused by a missing "apt update" before the installation of all dependencies (a.k. python3-pip, etc)

Loggin in to the machine and do a manual 'apt update' resolved the issue.
