add R 3.6.2 and start using an ondemand submodule for Rstudio #32

This is ready and works, I'm just waiting a second on whether or not we want to add texlive and/or xalt into the submodule as well.

texlive is in the app_rstudio_server/3.6.3 submodule and is going to be added to future app_rstudio_server modules so it's no longer being included in the script, it's backported to the older versions in the context.version.
