Copy job template to current directory in files app #1184

A button to open a page to select and copy a job template to the current directory in the files interface, along with https://github.com/OSC/ondemand/issues/1183 would provide some of the capability of the Job Composer to the Files app itself. The benefit of the Files app is the user has control over where templates get created. The same Job Composer job templates could be used (those deployed to /etc/ood/config/apps/myjobs/templates).

The job composer choose template page would need to be replicated here.

Need to be reworded as maybe create project template from a file or directory, but yea I could see it.
