3549 isn't merged yet, but when it is, this ticket is to add the entry to the clusters menu so that users can navigate to the page. It seems like it'd need to be distributed like the other applications where folks can turn it off by setting the appropriate FACLs on the files we distribute (see how the files app is deployed & verified for an example).
