Add Danger Banner for `python3` in OOD Upgrade Instructions #831

People are getting hit by an issue that involves an older version of python causing desktops to fail as seen in this discourse: https://discourse.openondemand.org/t/xfce-desktop-does-not-work-in-ood-3-0/2637/7

Above the Warning banners in these instructions we can provide a Danger as well about this that the desktops will not work if you don't make this python version change: https://osc.github.io/ood-documentation/latest/release-notes/v3.0-release-notes.html#upgrade-directions

Include that the websockify version must be >= 0.10.0 to work since some sites may be doing a manual build of this and not have a package manager managing dependencies and versions.
