documentation on overriding partials #838

There doesn't seem to be any documentation on overriding partials, or at least I can't now find it.

Here's a good example of a partial someone may wish to override, the footer. We can use this as an example.

WRT the footer - we should likely call out as a best practice to link to privacy documentation, code of conduct and so on. You can check out https://access-ci.org/ for an example of their footer.
