add warning about local ood installations #863

An ACCESS ticket this morning showed us we likely need a warning banner near the installation instructions.

When someone says you can use OnDemand to access resource X this could be misconstrued as I need to install OnDemand on my local machine to access resource X through OnDemand which is not the case.

The warning banner should read something like

Be aware that you do not need to install OnDemand locally (on a personal machine) to access
OnDemand at a given center. OnDemand is a web application that is installed by administrators
at the center you wish to access. You can access _that specific site's_ OnDemand installation through
a web browser given the correct URL.
