Outdated Installation Instructions for Ubuntu 20.04 - 22.04 and Debian #945

Step 2 of the installation tab says to run the following commands (or similar) for Ubuntu/Debian:

sudo apt install apt-transport-https ca-certificates
wget -O /tmp/ondemand-release-web_3.1.0-focal_all.deb https://apt.osc.edu/ondemand/3.1/ondemand-release-web_3.1.0-focal_all.deb
sudo apt install /tmp/ondemand-release-web_3.1.0-focal_all.deb
sudo apt update

sudo apt install ondemand

However, the 3.1.0 versions of OOD are no longer present at that link, and these instructions should be update to refer to 3.1.1.
