updated primary & fallback LDAP servers #19

2017-05-23 downtime included an update to the LDAP hosts. This commit updates the references accordingly.

Is this currently deployed on https://ondemand3-dev.hpc.osc.edu

I believe the symlink points to your home directory @basilgohar.

It also seems Trey suggests in #20 we start with openldap2 followed by openldap3, probably due to load balancing concerns.

We have 2 pull requests open; seems like Trey's one is the one we should use. I'll close this one and pull Trey's in. Any objections?
