VDIs should also export=ALL #158

VDIs should also export=ALL so command like sbatch or srun work out of the box.

Should we be doing this by default at OSC for all apps? So export none is done when submitting the job but then in the context of the job we export SLURM_EXPORT_ENV=ALL so that srun preserves the env in the job?

It doesn't seem like there'd be any harm in doing it? It would just take some work is all.
