Disable use_extension for jupyter classroom

Set 0 to the attribute use_extension so jupyter classroom will not break when we enable jupyterlab extension feature in bc_osc_jupyter

Thanks. I have a user waiting for this feature so I really want to speed this up.

Will enable extension as default. This pull request is not needed.
