Add a documented and share-able "testing environment" so that contributors can test their changes easily #13

Currently it is difficult for contributors to test their changes, as not everyone is given access to the deployment server or deployment environment variables.

A new testing environment (a "test discord server", a "test discord cas bot", a "test mongo db", etc) must be created so that regular contributors can test their changes conveniently.
