ne-winpe.psm1 needs to be updated: osdcloud-InstallWinGet function is outdated

I've had a PR open for this for some time now. I see you also modified the if (Get-AppxPackage -Name 'Microsoft.DesktopAppInstaller' line, so maybe I missed that. I'll close my PR as I think you've got it better that what I did. Thanks!
