By default, the VHD(X) shouldn't need the recovery partition which can cause issues with virtual machines in instances where expanding the system drive capacity might be necessary. VMs should not need a recovery partition by default hence the decision to make it a switch and default is not to include the recovery partition since it's a VHD.
