Add Spanish geoid EGM08-REDNAP #28

Add the Spanish Geoid EGM08-REDNAP for EPSG:4258 (ETRS89) - EPSG:5782 (Alicante Height). This covers the peninsula and Balearic islands. A later PR will be done for the Canary Islands, once some vertical crs are registered in EPSG.

Correspondent PR in PROJ will be done afterwards.

at first sight, looks good. You need to rebase on latest master to solve conflict in index.html.
