CI: Use renovate config from upstream GRASS repo #1111

Will allow to only maintain at one place, but will also trigger renovate PRs more often. I think one less to maintain is still worth it.

I will then be able to enable some renovate updates inside the CI like in the main repo so they don't remain outdated.
