QGIS formulas (osgeo-qgis-res and osgeo-qgis) are currently broken. We are facing some issues while building QGIS without python@2 and because some updates in macOS. The cask version is the recommended approach.
brew cask install qgis
It's an all-in-one installer that should works even in a system with osgeo-formulas installed in parallel. At this moment it's using old version of osgeo-formulas, but a new system is under development to include up-to-date dependencies.
