Please update to GDAL 3.2.0 #1401

GDAL/OGR 3.2.0 was released in October 2020. Can we please upgrade the current formulae?

At this moment, I would suggest to move to the formula in core in case you need to get the latest version. Some work need to be done before upgrading all related formulas.
