Github action to create Windows builds. Based on .appveyor.yml. Sample runs can be found in my fork.

Set up to run on push and PR to master branch;
Caches the libraries produced by VCPKG and PROJ build results;
Publishes build artifact containing the contents of the install directory with dependencies, so it is ready to run.
