proj-datumgrid-europe: add BWTA2017.gsb for DHDN->ETRS89 for Baden-Württemberg (fixes #22) #65

This grid is licensed under the https://www.govdata.de/dl-de/by-2-0 "Data licence Germany – attribution – version 2.0" license listed by https://opendefinition.org/licenses/ as a "Other conformant licenses", in the same category as the license for the Canadian NTv2 grids we already have.

The file has been added to git-lfs given its size close to 400 MB.

A quick comparison to check the consistency with the general BETA2007.gsb included in proj-datumgrid looks good (the first 2 bands are the lat, long offset, the next 2 ones the uncertainties) :
