Issue: Impact factors cannot be added automatically. The reason is that impact factors are either behind a pay wall (as of Web of Science) or do not have an API to access the info automatically. This must be resolved in order to provide the analysis methods based on IF in OSIRIS.

The plan is to create a special OSIRIS API that offers a ISSN-based impact factor list and is updated once a year by using impact factors of Scimago.

[X] Create a database for impact factors
[X] host an open API on the OSIRIS web page

Implement the API in OSIRIS

[ ] When users add a new Journal via activity adding
[ ] When users add a new Journal via "Add Journal" function
[x] Semi-Automatically by "updating Metrics" on the Journal page
[ ] Automatically for all Journals once new years are added (maybe semi-automatically)
