New OSMCha frontend #741

To give a bit of visibility to https://github.com/tordans/osmcha2/issues/1 for users that are following this tracking: I looked into how a OSMCha Frontend project could look like today from a technical but also UI point of view. The linked issue goes into more details on the idea behind it and the current status.
