hazards tagged as `military=nuclear_explosion_site` in Taguig #51

A Red Cross mapping project in Taguig had mapped local hazards on OSM, but has tagged them as landuse=military + military=nuclear_explosion_site. It's been a month now since this was discovered and we'ved asked a contact, Mikko Tamura, to find out if mappers need any help.

If no action is made by mid-June, I'm planning to replace those tags with something more appropriate.

Replaced the following tags landuse=military + military=nuclear_explosion_site with hazard_prone=yes, hazard:type=*, source=Survey by Rizal Red Cross chapter, and source:date=2019-03
