Review on all affected City Bus, Modern & Traditional/Classic PUJ, UVE routes based on LTFRB Memorandum Circulars #64

INTRODUCTION

Upon review on all city bus routes to its existing OpenStreetMap data, the initial LTFRB Memorandum Circular 2020-019 rationalises all city buses with its numbered reference code (with the exception for EDSA Carousel with E as the reference code with the existing bus segregation scheme), and the effectivity is from 16 May 2020 onwards. This rationalisation will hereby supersede the old routing scheme. Latest Rationalised City Bus Route as of May 2020. Photo courtesy: Department of Transportation/Land Transportation Franchising and Regulatory Board With its foregoing, certain affected bus route relations (based on route interchange a.k.a. connecting stops) will be called for overhaul before the whole National Capital Region (NCR) is under the General Community Quarantine:

The following end origin/destinations will be as follows:

City Bus Route Rationalisation [PH:PUB:Metro Manila]

_UPDATE: Since August 2022, City Bus route reassignment got occurred due to the resumption of face-to-face interactions (i.e. classes, workplaces, etc.) wherein some are extended and others are dissolved. See further papercutfix ticket #89 for details once up and running.

Hence, the following route references will be used (without deleting the existing relations, add or modify if necessary):

The proposed bus route relation naming will be as follows:

City Bus [E or nn]: [Origin → Destination, or Loop Name* (direction)]

* - in case of PITX-NAIA Loop Note: No 'via' will be included

E.g.: 18: PITX-NAIA Loop 28: PITX → Dasmarinas (southbound) 28: Dasmarinas → PITX (northbound)

Update: The above-mentioned examples have been adopted on AH26, select Philippine Cycleway, Highway, and Expressway routes.

  1. All Modernised Jeepneys have revised into 3-digit numeric route code, based on sources from LTFRB via CNN Philippines, and now on the numbering series

Busy ako ngayon, but I can help. I think you add "City Bus Route" to the names, so, "City Bus Route x: point A → point B"

BTW, again, I don't know what's with you to use British spellings (e.g, rationalise vs rationalize) once again. Why? Wag kang magpaka-trying-hard hehe ;-)

UPDATE: Routes 28 (PITX-Dasmarinas) and 29 (PITX - Gen. Mariano Alvarez) are mapped already under the changeset 85687257 as of 00:04, 25 May 2020.

ALERT: Bus lanes within PH-1/AH26/C-4/EDSA got shifted into the leftmost lane as per MMDA source earlier, and the bus route E is on trial as of 10:55, 01 June 2020. Lanes 1 and 2 (from the median) will be used for NB (Estrella-Boni/Pioneer) leg and designated bus stops.

ALERT: Changesets 86069630, 86190966, 86315634 describes certain fixes on City Bus Routes 2 and 17 upon validation and correction, standardisation on relation tagging. network=ph:bus:manila is hereby adopted, and may be changed upon review.

ALERT: Various changesets, #Mapping101 Thursdays Live webisodes, and new developments have paved the way for most City Bus Routes to be mapped. However, due to new Modern PUV Routes to be mapped as well, it will be renamed as "Review on all affected City Bus and Modern PUV routes based on LTFRB MCs 2020-019 and 2020-023"

ALERT: Traditional (old-style) PUJs have been implemented in Metro Manila with route numbers, based on the latest LTFRB MC 2020-026. In view of this, the renaming of this repository will be "Review on all affected City Bus, Modern PUV, Traditional PUJ routes based on LTFRB MCs 2020 - 019, 023, 026".

Here are the latest Traditional/Old-Style PUJ routes, and most former PUJ routes are phased-out due to the implemented City Bus Route Rationalisation:

Please mark as done: -Modern jeep: EDSA/Jupiter-Mandaluyong City Hall (A7, with temporary routing via Makati-Mandaluyong Bridge), and Capitol Commons-Eastwood (B4, including reroute to secondary roads) -Traditional jeep: T213 Ayala-Pateros T305 Ayala-Mantrade via Pasong Tamo, and T306 Ayala-Washington.

ALERT: As of 29 July 2020, more traditional/old-style jeepney (T) routes have been allowed by the LTFRB as per latest infographic source while in the middle of the high-priority fixes for the Modern PUVs, City Bus Routes

ALERT: Due to reimposition of Moderate/Modified Enhanced Community Quarantine (MECQ), all of the public transportation will be suspended. Hence, the disused:route=bus or share_taxi will be implemented until 18 August 2020. During this time, expect more Bus/PUV clean-ups will be executed, including the permanently dissolved City Bus and PUJ routes. Your patience and understanding is highly appreciated. ALERT: PH:PUVMP network is now active to simplify all Nationwide PUV Modernization Program routes, and ongoing reorganisation of region-based Modern PUV/PUJ routes into PH:PUVMP:[Region]. Likewise, PH:UV Express and PH:UV Express:[Region] is currently formulated at this time.

ALERT | Since the suspension of all Public Transportation systems during MECQ, the primary focus is about the remaining Medical and PUV route mapping. Hence, the reporting of completed routes got aired recently thru #Mapping101 Thursdays LIVE at 19:00 via Facebook Watch, including preventive editing to temporarily deactivate those suspended PUV Routes.

Thanks for completing city bus routes, except not all stops are mapped. Specific operator info now added. Per LTFRB Board Resolutions I found, operators (mostly consortiums formed by existing bus companies since ECQ) are:

I'm now working with remapping existing provincial bus routes (and adding others), assuming the 2019 gov't plan to reroute them into VGC, PITX, and SRITT goes on by the implementation of Modified GCQ at Mega Manila (though it can change)

@DP24PH Won't these will be used under GCQ, these other designated terminals?

To add up, BFCT is fully named Bayani Fernando Central Terminal.

@TagaSanPedroAko All of these designated terminals mentioned (except for Araneta City and BFCT) might get downscaled into P2P Bus, UV Express Terminals only since all Regular Provincial Buses are still barred to enter Metro Manila. Some Provincial Buses might get converted into P2P Buses (as the case of SM Calamba - Lawton/BGC, PITX - Lipa/Batangas City) as the need arises in the future of public transportation.

@DP24PH Those you've mentioned are officially P2P, but non-stop doesn't equal to becoming part of P2P service (unless LTFRB amends their route and franchise).

RELATED | There's a need for network=PH:PUB:[Region] across the Philippines wherein all special permits of certain Buses, Modern PUVs, UV Express routes have been approved by the Regional Office of the LTFRB at the following papercut_fix below:

Just found this MC: 2020-029A, supplementing MC 2020-029. Routes will run once MECQ is lifted

(Most routes within Metro Manila, except Route T119 Meycauayan-Bignay. Will add network=PH:PUJ:[region/city/municipality] and replace thise currently using "Public Utility Jeepney", "PUJ", and so on.)

Suggestions for network tags (to add into wiki):

Modern and traditional/classic jeepney services are both considered PUJs, but we can stick with PH:PUVMP for the former considering the ongoing transition (after that, we can slowly replace them with PH:PUJ).

  • PH:PUB:[region/province/metro area/city] - provincial/city bus networks within one region, metro area or city, e.g PH:PUB:CALABARZON for provincial routes within CALABARZON, PH:PUB:Batangas within Batangas, PH:PUB:Metro Manila for city bus routes within Metro Manila (including routes to suburban areas of Bulacan, Cavite and Laguna).
  • PH:P2P - Premium Point-to-point Bus Service (P2P)
  • PH:PUVMP - interregional modern jeepney routes (rare, considering jeepney routes have maximum route length, with exceptions)
  • PH:PUVMP:[region/province/metro area/city] - modern jeepney routes within one region, metro area or city, e.g PH:PUVMP:Metro Manila for routes within Metro Manila and surrounding area,
  • PH:PUJ - interregional traditional jeepney routes (rare, considering jeepney routes have maximum route length, with exceptions)
  • PH:PUJ:[region/province/metro area/city] - traditional jeepney routes within one region, metro area or city, e.g PH:PUJ:Metro Manila for routes within Metro Manila, PH:PUJ:Batangas City within Batangas City (plus routes to nearby towns)

Suggestions for names of regional/local PUV networks (tested this for those in Batangas and Bicol):

-provincial/city bus: Provincial Bus (region)/(city/metro area) City Bus Network -modern jeepney: Modern Public Utility Jeepney (region) -traditional jeepney: Public Utility Jeepney (region) -UV Express: UV Express Service (region)

As per recent Presidential Announcement (17 23:15), NCR, Bulacan, CALABARZON will be on GCQ effective 19 05:00. During this time, all Bus, PUV routes have to undergo validation checks for possible errors (including network standardisation, ref, stops, etc.).

ALERT: Additional PH:UV:Metro Manila and PH:PUJ:Metro Manila routes have been added due to the latest LTFRB MCs 2020-035, 036, 037. Previously, LTFRB MC 2020-029A has been released to initially add PH:PUJ:Metro Manila routes. Moreover, all Train, MRT/LRT, Bus, MPUV, PUJ, UVE routes will be reactivated beginning midnight of 19 August 2020 for GCQ implementation, including those of initial PUJ route additions.

I've tagged the new jeepney routes with route=bus, but on your edits restoring them to operational under GCQ, they're now hidden. I think we stick now with route=bus for traditional jeep now so they're visible on maps like OPNVKarte or the OSM transport map layer (especially if they're numbered), and should they be converted to modern jeep, no tag change will be needed. Would better prefer tagging scheme with route=bus, as with the routes in Cebu and Davao which have been using that tag.

For transition purposes, here are the timeline for the migration:

All MPUVs/MPUJs, PUJs, UVE routes will be shown into OPNVKarte, OSM Transport Map layer, especially if with route numbers, and will start migrating by 23 August 2020. Once the route=bus tag reaches into 95% migration rate, then route=share_taxi will be unsupported.

MC 2020-038 (new city bus routes)

MC 2020-040 (more PUJ routes. Routes to/from Baclaran extended to PITX since 2018)

For the title, I think you better use modern jeepney since modern PUV is broad (it can refer to anything covered by PUVMP). Also don't forget the routes under MC 2020-040 (new bus routes already in task list, but not the PUJ routes)

UPDATE | Title update to "Review on all affected City Bus, Modern & Traditional/Classic PUJ, UVE routes based on LTFRB Memorandum Circulars" and PUJ routes have been added. Prompting the route extension, certain PUJ routes have boldened the extended route from Baclaran to PITX, thus emphasising the PITX itself.

UPDATE | All UV Express routes are now at the introduction to monitor the overall progress, and all City Bus Routes within NCR is at 100% once again despite the additional routes. PUVMP, PUJ, UVE to follow for the catch-up (must be at least 20%, but slowly for the rest of the completion)

UPDATE | We have new routes to be mapped as new in accordance to the following Memorandum Circulars 2020-041 and 043. As of 10 September 2020, all new routes will be marked with [NEW] tag on the above description.

Just took a long, long break from mapping, but there's a lot more routes. Now, we have a very, very long list, and we expect more, especially traditional jeepney routes. Would think of creating a new ticket to cover traditional jeepneys. So far, our latest addition is from MC 2020-043.

In that case, I'll going to delegate all traditional/classic jeepney,routes with Tnnn (n - string of numbers) and also UV express where in fact, I'm currently focusing on CE-related academics. Moreover, I'll take care for the rest of the modern jeepney routes here and for the rest of R2 buses.
