Have recently noticed this user: Stained_Steel. Looking at some edits, this is likely also connected with bryanpiczon. I am tricked by user, who added an underwater power cable between mainland Palawan, Busuanga, and Coron, but it looks impossible. Plus, he added incorrect highway numbers all around Samar and possibly Leyte. Please unmangle that user's edits.

These accounts are suspect: Blatz, MembersOnly.
Edits in the same area, uses similar keywords as other suspected accounts, and is now messing with administrative border data, like this edit.

Reverting change set that changed Pacoycoy village to "Bryan", by Genesis-17:26
There is no more reports or recent evidence of account activities related to this ticket.
Obvious suspect: Bryan1337. Just saw this after seeing some suspicious feature inside Mapua in Intramuros. "Seen on area" and "visited" raises a red flag, so please report, block, and revert.
I found these two while doing some mapping in Samar: RyuCalzdo1337, Asphalt_BullDogzer
This time he added lots of personal information about lot ownership in Gandara.
It seems that these edits may pose privacy risks, especially the changeset comments (from Asphalt_BullDogzer
) that include the names of the individuals involved. Maybe we should sort this out right away with our fellow OSMPH mappy community.

He seems to be quite active again for the last couple of weeks. I just commented on some of his changesets. I think it would help if a few more people could comment so that we can proceed with a report to DWG.
It seems that these edits may pose privacy risks, especially the changeset comments (from

It's not just his most recent account. With the previous one he also added a lot of information that are in violation with OSM privacy policy. See for example this changeset.
If there's consensus that these accounts are associated to the one and the same person, and that their edits do not improve the quality of the map, please feel to report said accounts to the DWG and add a reference to this ticket.

That's the same account (#12500939) that I reported here back in february. He changed his name after I reverted his fantasy contributions in Davao del Sur a few weeks ago.
I also recently deleted a non-existent water treatment plant that was added by another account of this user more than 5 years ago.
Especially in Samar there are still lots of problematical edits that remain unresolved.
WORKFLOW RECOMMENDATIONS
Based on the confirmation from @TagaSanPedroAko, @Timmy-Tesseract, we might run a similar recommendations as earlier reversion that needs attention not only from OSMPH, but OSM Japan as well due to possibility of map vandalism that may include parts of Japan.

EXTRA INFORMATION
Upon review of the Gandara town, there are too many personally-identifiable information where it is deemed violative of our Philippine Data Privacy Act, and certain terms used on the changeset comment may pose offensive to either end-user or editor. I have to do follow-up report to the OSM DWG, and I'll wait for the appropriate ticket number. Hence, one must preserve the evidence of both the history and the current map state for documentation.
Sharing some updates from DWG: Latest account has been (blocked) and edits have been reverted in this changeset.
I did a quick review and it seems that the majority of the most problematical contributions involving personal information were purged by this revert.
@Timmy-Tesseract Looks like I've found another one: BullDogzer. Similar changeset comments, same MO. Another note is that the Asphalt_PayLoader account has changed its name even since block.

The errant "Asphalt_PayLoader" got changed into "Aposthia" upon checking. Blocking is still in effect for at least 10 years per the latest active block info.
EDIT: Due to the possibility of the errant user "BullDogzer" being a sockpuppet for evading the earlier block, I have initiated another report to the OSM DWG via Report User function.

I reached out to marczoutendijk (one of the members of the Data Working Group) a few hours ago. As a result, the vandal's most recent account was blocked over 30 minutes ago after being given a zero hour block about questionable edits. I'll try to review the account's edits and post my findings here.

With regards to the update with the ticket, the only reply that I have received is the confirmation of the "re-incarnation" of the said account. Likewise, based on monitoring from my end, it seemed that the said account holder have misused the OSM once again before the block, and it requires thorough validation from nearby local mappers if it is true or false. Fact checker is needed at all times to thwart vandalism and other quality issues that may affect most delivery, navigation services relying on OSM.

Report him to ISP for misuse of network? Consider filing cybercrime case? User blocks didn't stop him, and COVID lockdown even made him bolder.

Upon internal validation by @DP24PH thru the way history 28530753, another possible sock puppet account with user name PayLoader got surfaced with further suspicious edits. What it find disturbing is that the mobile phone of the said user got included in one of the changeset.

We could even report to the ISP or Telco thru NTC, and given the impact on the vandalism, possible cybercrime case will be filed as well, once identified properly the person behind this case. COVID-19 alert levels should not hinder the proper disposition of the case as well. This could be the first ever fact-checking case in the making.

The more recent edits are contributions to an HOT project, but the earlier ones from last year fit's his typical modus operandi to a T.
