It appears that the user in question didn't just inappropriately added Spanish names to name tags. Other tags were added by the user in question:
Name tags name:es name:fil name:tl
Places of worship tags name:es = Iglesia de Cristo (Iglesia ni Cristo) name:es = Salón del Reino de los Testigos de Jehová (Jehovah's Witnesses)
Chain store tags brand:wikipedia:es = 7-Eleven brand:wikipedia:es = McDonald's
Other tags addr:street:es name:etymology:wikidata name:etymology:wikipedia = es:* name:etymology:wikipedia:es
I suggest that inappropriate places of worship, chain store and other tags can be completely removed while for name and name:etymology:* tags, removal can be done on a case to case basis.
I think this user is trying to translate most tags with the ":en" suffix.
Update:
Found out that the user in question (recently renamed to Kadubei) changed the name tag of government offices from English to Tagalog among other edits (example changeset, some changes reverted in changesets 135801055 and 135800982).
I highly suggest that the user in question's edits be reviewed and subsequently modified if not reverted.
Stumbled across the edits of user Yamílo who has added inappropriate Spanish names to various features in the Philippines. Some have been corrected, some not.
