Wrong version by tag v1 #18

As stated in this guide, you should move the v1 tag every new v1.X.X release.

Right now, people using uses: OSS-Docs-Tools/code-owner-self-merge@v1 are unknowingly using a version from Aug 16, 2020, while the newest version is v1.5.1, released on Jan 12, 2021.

Bah, this faux semver is annoying. If it's not really useful then I should probably just recommend master
