[track] recomputed orbits are incorrectly loading provisional designation from filename #326

When the orbit is recalculated after a measurement is added by hitting 'Query SSOS', the filename being parsed back in is including the temporary filename's number at the end, so the temporary filename's number is ending up in the provisional designation of subsequent files, e.g. o3e40.0 o3e40.1

This should be an easy fix in ossos.mpc.MPCReader().
