website update for 2024 officers and mission statement #301

Note: I just updated files that already existed for the home page and about page. This may mean that the build just works like one would expect. I was unable to get it to build locally using hugo, it seems like there are outdated fields in this website, but I think it should be able to work using the github actions on this repo
