Added a pre-processing script with an associated README file #20

Two files have been uploaded to the 'scripts' folder: 1. preprocess_data.py, which is a script to pre-process OSeMOSYS GNU MathProg data files; 2. an updated README file which includes a description of how to use the pre-processing script.

Hi @willu47, thanks for your comments. I've updated the script now to include all your suggestions except adding an error message.

Great stuff, looking tidy! I've added a suggestion for the error message above. If you're happy with that, I suggest pushing the change and then we can merge in the changes.
