Add a test model which checks operation of the storage equations #37

At present, neither the current utopia.txt or simplicity_test_model.txtexercise the storage equations implemented in OSeMOSYS formulation.

One or more simple test models should be added to the test suite to demonstrate behaviour is as intended, as well as identical between short and long versions of the formulation.

Hi @willu47 - Agreed, we should have storage tests. My Masters' student is currently working with some of the storage equations and I can see if she might be able to help out with creating a simple storage test (since she has to do that for her current project anyway).

That would be great. I'd like to develop a suite of ultra-simple models (one tech, two fuels, one demand) that allow us to check fundamental functionality, so if you can make one for storage, perfect!

@chrwm is also developing some test models, but not touching on storage at the moment
