Made DiscountRate tech specific #45

I made the DiscountRage technology specific, added the parameter and added parameter DiscountRateStorage[r,s] and changed the Simplicity test case accordingly.

@FraGard - I've updated the Utopia test to include the DiscountRateStorage parameter. This now fixes the long tests that were failing below. However, this now causes the tests for the osemosys short and fast versions to fail (as they haven't been modified to include the technology specific parameters). Please could you update those as well as you have some for osemosys.txt?
